This was in accordance Avith a Government. decision that issues of ."High Policy' 5 Avould be inA'oh'e:!. These circumstances explain the. altitude of the GoA'ernment as set forth by Sir John Anderson to. the House of Commons, that the committee Avas not called upon to create a Social Security system out of nothing. It Avas inevitable the official hesitations and Avere based on finance. The possibility of this Avas recognised as soon as the report appeared. A judgment for common currency is that finance henceforth must be the servant of the. people not the master of the people. The fact is plain that the Beveridge Plan would not. work under an orthordox financial Government which does not recognise the peopled right, to use their own credit. When the people of this country realise this, they AA'ill free- themselves from the bondage of financial slavery in the form of taxation and dictatorship. * Yours etc., W. BRADSHAW..
