In times of Peace, when the world is building up its prosperity, the useful citizen is the one who works and conserves, so that he and his race may have strength to withstand the difficult days that are sure to lie ahead. When War comes, he does not shirk or whine — "a mewing cat is never a mouser " — but he puts on uniform, or works overtime in field or factory to support the forces with the sinews of war.
