SHOULD BE MADE LAW In its annual report the Dominion cxeeptive of the N.Z.R.S.A. referred to a question a clear settlement of which is desirable. This concerns compensation for Home Guardsmen and their dependants in respect of death or injury sustained while the men are going to and from parades. The executive quotes the Prime Minister in a statement to the effect that while there was no legal liability under the present law, the Government desires "that these men should be compensated where that is appropriate." The point is that this desire should be written into State, law, and the courts should be left to pass judgment on the evidence as to the appropriateness of ea~h particular case. Prime Ministers and Government come and go, but the law survives their exit until amended or repealed. It is the law of the land which is the citizen's real protection, not the political authority.
