DUTIES NOW RE-ARRANGED
TWO BOARDS IN DISTRICT
A rearrangement of duties of Ihe appeal boards and manpower committees lias become necessary as a result of the amended National Service Regulations. The elfeet. so far as the Ray of Plenty are com-erned, is that the No. 2 Armed Forces Appeal Board, Hamilton (Messrs 1 S. L. Paterson, A. E. 'Manning and R. Coulter), will continue to function as formerly, with jurisdiction also in the No. 2 (Paeroa) area; the Paeroa ManpoAver Committee (Messrs Edwin Edwards, J. J. Poland, E. J. Wilton), Avill become, the No. 1 Armed Forces Appeal Board (No. 2 Area), Paeroa. Actually the Paeroa Manpower Committee, now the No. 1 Armed Forces Appeal Board, Paeroa, has functioned throughout last week in the Bay of Plenty area. The amendments to the regulations provide that existing appeals' (those not finally determined) against Territorial seiwice shall be regarded as appeals against general seiwice. including oA r erseas liability. Under the latest amendments the right of peal accrues to' any man, a member of any armed force, Avho has not previously been called for overseas service, in the same manner as if he had been called up for ser-» vice, at the date of the coming into operation of the amendment to the Regulations at June 23, 1942. The effect is that all men Avhose appeals have not been disposed, of are eligible for general seiwice, and it is against this general seiwice that flieir.appeals will be dealt Avith. Right of Appeal Those whose appeals as Territorials Avere dismissed or Avithdrawn now haA r e the right to appeal against overseas service Avithin 10 days of June 23. The former manpower committees, in terms of the amended regulations, become vested Avith the poAvers of an appeal board, include ing the right to hear appeals on conscientious grounds, though it is expected that this class of appeal will continue, in the meantime, to be handled in this district by the No. 2 Armed Forces Appeal Board, Hamilton, Appeals arising out of the lfith ballot, gazetted on Wednesday, also appeals, against oA r erseas seiwice which men called in earlier ballots now the right to lodge, Avill be instituted by being posted or deto the secretary of the Armed Forces Appeal Board established in the military area in AAdiieh the reservists were drawn. Formerly they were sent to the Director of National Seiwice, Wellington. It is expected that this measure of decentralisation Avill expedite the hearing of appeals.
