The demand for primary production is likely to inecase rather than diminish, and Ave consider that the War
Cabinet, after consulting its advisers, should overhaul the whole, manpower problem. We consider that as many men as possible should be train ed for the armed services, but that after training men should be released to sustain production. These men would be posted to military reserve, and Avould be available for instant mobilisation." Shortage of Drovers It was also decided that an immediate appeal should be made for the release of drovers at present in camp, as with the transport restrictions their services were more essential than before, and a serious scarcity would be felt before long.
