DOMINATING FORCE
"What is to-day the dominating force over great areas of the Continent? Fear. Not the foolish teiror of cowardly people. Fear dominates to-day countries that time after time have shown the finest courage. But that most terrible fear the fear of the nightmare that stops the blood and paralyses the brain, the fear of the irresistible monster. Tins fear the Germans do their utmost to exploit. They use every device to create a mass psychology that accepts German invincibility as its uniform creed. This new doctrine of fatalistic pre-destination is the evil belief from which we and our Allies can alone free the Continent of Europe. If we are to convince Europe we must show by outward and visible facts that we are more than a match for Germany, not only on the sea and in the air, but, with the help of our Russian allies and with the aid of U.S.A., on the land as well. It is not for me to say when and how Ave can achieve this object. But, whether it be soon or late, outward and visible sign there must be that Ave can beat Hitler's Avar machine before Ave can expect this paralysing fear to pass from Europe and a will to. resist to talve the place of a sullen resentment against irresistible dictation." —Sir Samuel Hoare, in an address at Reading University in his capacity as Chancellor-
