E.P.S. SCHEME

Sir,—l was interested to read the announcement of the laison * officer that the scheme prepared, and so enthusiastically proceeded with, by the County Council in connection with Emergency Precautions was really quite unnecessary and that the Council should apparently merely have contented itself with assisting in the Borough scheme. I learn that the Borough has a good scheme and despite lack of personnel has done good work. Its preparations regarding incendiary bomb attacks at least are in order as the Brigade, under difficulties has done excellent work in training auxiliaries. The remarks of the laison officer appeal* to be solid and the l probable tpp« of attack would not give time' for" much evacuation. What I am puzzled about, however, is why the Council and Borough have not previously been working together. Surely this should be even if both schemes were necessary so that there would be team work over the whole county. It appears that the Borough has considered its scheme well in hand but considers it wiser to refrain from making all preparations public and thus available to the enemy, while the County has given very full publicity to its doings.
