RATING SYSTEM

OF INTEREST TO WHAKATANE BRIEFLY DISCUSSED Reporting on the annual conference of the Municipal Associations which he attended at Auckland last week, the Mayor (Mr B. S. Barry),.. <it this week's meeting of the local Borough Council slated that unfortunately the question of altering, the present system of rating on unimproved value had been again deferred. His Worship stated that in the discussion at the conference there had been a sharp division of opinion. The remit had been that rating on the annual value be adopted, and he added that he had made a. point of, outside the- conference, discussing the question witli the& Mayors of Boroughs which hadi adopted the annual value system. He had discovered that,, where this scheme had been adopted by small municipalities, it had worked; very well indeed. Te Aroha, Nelson, Waihi ana Patea were among the towns which were happy about the annual value basis for rating, while he found by discussion with other' Mayors that where tlfe unimproved value was the basis other Boroughs were experiencing the same trouble as Whaliatane in that their expenditure was increasing, but the income was standing still.
