EMERGENCY PRECAUTIONS

FEW people will take the trouble to differentiate between the portent ..of the Emergency Precautions Scheme and an ordinary war measure, for the safeguard against a possible invasion. Actually the two are not. related in.the slightest degree, though the Emergency Scheme could be applied in the event of invasion. The original upshot of the scheme occurred long before the outbreak of hostilities and was designed to meet with any disaster which might overtake the people of this Dominion. It is applicable to any major visitation, and is calculated to play its part in the event of a fire, flood,, tidal wave, earthquake or qther threat to the inhabitants of these islands. It should therefore be regarded as a permanent standby scheme of preparedness and should not be confused with the war issue. Incidentally it is interesting to note in passing' that the scheme compiled for Whakatane was the work of the Town Clerk, Mr D. V. Saunders, and is officially regarded as a pattern plan by the Government upon which to model the plans for other centres.
