j FARMERS' UNION OPINION / „ A STATEMENT MADE The Rural! Housing Act eamc m for lengthy discussion from all angles, and varying opinions were expressed, at the monthly meeting oS the Auckland Executive of the Ncav Zealand Farmers' Union. In conclusion the following resolution was carried: "That this Executive is opposed in principlte to the operation of the Rural Housing Scheme by county councils, on the ground that the very men who require financial assistance for this purpose cannot obtain the same by such methods." Further debate 011 the general question of farm housing leel to the formulation of the Executive's views in the following statement: "This Executive is of the opinion that the provision of married accommodation on farms falls into two classes: (a) Cottages for men employed- all the year round on one farm; and (bV cottages for men employed as casual labour by farmers in the surrounding district who do not require the full-time services of these men but must have additional labour for seasonal and maintenance work. We are of the opinion that the problem of periodic assistance, as in (b), should be met by an extention of
the 5s a Aveelc cottages scheme to districts Avhere Farmers' Union branches Avill co-operatively guarantee full-time employment for married AA r orkers. We suggest the improvement of these cottages by matchlining, and proAdsion of power Avhere i vail able, at an increase in rental sufficient to cover the increased cost. We believe that the solution of this latter phase of rural' housing must ultimately be found in a system of village settlements, where the demand for casual labour has been to Avarrant such; but, pending this .development, the present scheme should be expanded on the lines set out above. If and Avhen such permanent settlements are established Ave are of the opinion that they should be constructed at the expense of the national funds, on the same principle as that followed in tOAvn housing."
