BEFORE HITLER
NAPOLEON'S MENACE Hitler is not the only man who has made the British aujSToritics take special precautions against raiders, although the arrival of parachutists ha': not been anticipated before. ! On April 25. 1798, when Napoleon had assembled a huge army at Toulon, the Government issued instructions for the defence of London, and "Napoleon raid precautions" were a recognisable forerunner of to-day's A.R.P. Each street had a.hell for giving | the alarm, fire engines were stationed at strategic points, and a special corps was formed to guard the waterworks. Boats were to be removed from the Surrey side of the Thames in case of enemy landings, while cellars were searched for the fifth column of the day. Instruction No. 12 said that no quarter was to be given to t.hfe enemy when found in transparts or gunboats.
