In 1923 th& Office declared its first Bonus Rebate of 15 per cent. On the Ist Deeember, 1936, the latest Bonus Rebate was converted into a permanent rate reduction, and in addition* a Distribution of Profits was made. The effect of the above reductions, since the establishment of the STATE FIRE OFFICE in 1905 lias; been to reduce premiums, in thecase of Dwellings and Farm Buildings by from 57:33 per cent to 62.5per cent, and in the case of .TradeRisks by from 28 per cent to 37 per cent. i The State Fire Office in applying surplus profits towards the reduction of premiums to its policyholders affords all the advantages ' of Mutual insurance without that contingent liability on policyholders which is an inherent risk -attached to Mutual insurance outside the State Fire Office.
