PA AND HEADS INCLUDED COMMISSION'S FINDING "SUITABLE FOR MUNICIPAL CONTROL" According to advice received by the Borough Council from the Under-Secretary of the Department of Internal Affairs the Order in Council relative to the incorporation of the Pa and Heads within the Borough areas will be issued shortly. The Commission appointed to bear the Whakatane Borough Council's petition for the inclusion of these areas has delivered its recommendation to the Governorand its findings states! tliat both areas have reached ia stage of development suitable for municipal control. The covering letter from the Un-der-Secretary of the Department of Internal Affairs was as follows:— "Referring to previous correspon- • tlence relative to the proposed alteration of the boundaries of the Borough of Whakatane I have now to inform you that the Commission which sat to consider the matter lias furnished its report. "In this connection 'I have pleasure in enclosing herewith a copy of the report of the Commission. You will observe that the Commission has recommended that the prayer of the Petition presented by | the Whakatane Borough Council be granted. In view of all the factors in this case it has been decided to give effect to the recommendations of the 1 Commission. "As soon as the technical description of the areas to be included in the Borough of Whakatane has been obtained I will arrange for the relative Order in Council to be issued" Commission's Finding; The finding of the Commission ran:— "We are of the opinion that ; Tboth the areas, the subject matter of the petition should form a part of the Borough of Whakatane. Both have reached a -stage of development suitable for municipal control. They have no community of interest with the rest of the Whakatane • County and must look to the Whakatane Borough Council for all services. The objections are more imaginary than real. They -are mostly financial, and, in our opinion, are outweighed by other considerations. "We accordingly recommend that both the areas mentioned in the petition ought to be included in the Borough of Whakatane." Brief Discussion. Cr Sullivan: I take it we will go • on with the reticulation of the Heads area ? His Worship said that the Electrical Engnieer had mapped out the line. The Town Clerk had been in ■ communication with the Power Board to get its consent. It would be necessary to have the Borough's license amended. m * * m The Commission appointed to hear the Whakatane Borough Council's petition for the inclusion of the Pa and Heads areas within the Borough sat on Wednesdaj r , February 14th. The Commission comprised Mr E. L. Walton, Stipendiary Magistrate, of Gisborne, Chairman; Mr Graham, Commissioner of Crown*. Lands, Auckland; and Mr Ei. A. Meredith, District Valuer, Rotorua. The Mayor and Town Clerk of the Borough, together with the Health Inspector, gave evidence for the Bor ough Council. Mr Albert Stewart gave 'evidence on behalf of the Maori residents of the Pa; Messrs F. J. Adcoek and G. Crecke for the objectors at the Heads and Mr H./ C. McCready, a member of the Whakatane County Council, on his own behalf as a representative of the County ratepayers. Counsel engaged were Mr L. Buddie, for the Whakatane Borough Council, and Mr R. F. Smith for the objectors in both areas.
