Professor of .Public Administration at the University of Sydney, is convinced that tile primary i unction of local government \s net efficiency, but popular participation, that is, the bringing of local government as close as possible to the people. At the same lime, if the ejected representatives think that it is one of their privileges to sell jobs for favours, then the whole morality and prestige of the system falls to the ground. If you can eliminate patronage and bureaucracy, he says, nothing else I matters very much. He was of the opinion that many mayors and heads of public institutions failed in their principal duty —that of leadership.
