A STATEMENT of the general objects and purposes of the regulations covering the National Patriotic Fund was made by the Hon the Minister of Internal Affairs n the House of Representatives, and a copy of that statement has already been supplied to Provincial Patriotic Councils and controlling committees says a circular recently issued by the Department of Internal Affairs. The purpose of this memorandum is, as briefly as possible, to cover in detail the principal points in the individual regulations. It is not inopportune once more to state in general terms that the regulations provide for the setting up of a National Patriotic Fund and eleven Provincial Patriotic Funds, the National Fund to be controlled by a special incorporated Board consisting of the GovernorGeneral as Chairman, and such other members as are appointed by the Minister of Internal Affairs, and each of the eleven Provincial Funds to be administered by a Provincial Patriotic Council. The Provincial Districts, Provincial Organisations, Provincial Councils, and controlling committees are those districts and bodies already functioning under the New Zealand Centennial Act, 1938. In effect, therefore, no more than twelve funds are to cover the range of activities for which nearly six hundred separate funds were established during the Great War of 1914-18. Each fund is to be a community chest for the full range of approved patriotic purposes as against the funds raised and administered by sections of the community during the last war, the principle being, in short, tha.t those authorised to collect funds and goods will do so for one: or other of the community funds, as againfet the principle in operation during the last war of sectional interests collecting war funds for expenditure by themselves. By this means it is hoped to co-ordinate both collecting and spending activities to the end of economical collection and administration and as full a benefit as possible from the moneys and goods collected.
