GERMANS NOW OCCUPY FLOODED GROUND Though the Western Front is quiet, limited only to artillery duels and air engagements, the strategic withdrawal of the French since the heavy rain, is shown by the fact that the German forces are now occupying flooded ground which demands continued pumping and has practically paralysed military action.
