French artillery breached the Siegfried Line between Merzig and Saarbrnckcn, this last town having been evacuated by the Germans.. Germans concentrated an attack on eastern wing near Wissembourg. Turkey staled to have completed pact with Russia assuring peace in Balkans. Straits to be closed to ail foreign warships, Rumania returning province to Bulgaria, Russia renouncing claims to Rumanian province. Britain, approved pact. U.S. Opposition to neutrality bill reported to be weakening. Debate opening on Monday, in Senate. SATURDAY, SEPTEMBER 30 Russia and Germany threaten joint effort to end Avar. Germany reported to be organising full-scale attack by sea and air, by intensification of submarine warfare, effort to break blockade, incessant air attacks on fleet, naval bases, merchant ships and convoys, and important military objectives. French say 20 German submarines lost out of 27 at sea at beginning of war. German air raid on Scotland repelled. French regain area on "Western Front. Desultory artillery fire on most of line. Holland prepares with full dykes and roads guarded. .Movement of troops and material through Central Germany to border continues. Russia and Estonia sign non-ag-gression pact, Russia to equip Estonian army and Estonia granting Russia naval and air bases with garrisons of 25,000 troops.
