These shelter behind the willing ones ancl in the term of a boxing referee it is not a "fair break." This would also protect those who' for various reasons cannot be spared :Jrom civil life. Any birds of white plumage will welcome the con scription move. Tt will save them the pleasure of having their feathers removed these finding their way through the post often to innocent recipients.
