THOUGHT AN IMPROVEMENT IHARBOUR BOARD DISCUSSION The thought that the signs helped to improve the hillside was advanced when the Whakatane Harbour Board at Friday's meeting considered the matter of signs on ihe cliff above ■Commerce Street.
