To the llatepayers of the Tauranga North Township Highway District. ri ENTLEMEN, —It is my intention to offer \JT myself as a CANDIDATE for the office of TRUSTEE for the North Township Highway District for the ensuing year. I cannot refer you to any past services in a public position, but having for a considerable time resided in the district and watched the current of events, I believe I am conversant with our mutual requirements, and feel convinced some alteration la required in the mode of administering local affairs so that the ratepayers as a body may derive the greatest possible benefit from the expenditure of what may be hereafter placed at the service of the Highway Board. I consider that in a district like ours, embracing as it does almost two separate communities, viz., the civil or mercantile portion of the town and the Quarter Acres, the interests of each should be properly looked after, and not one sacrificed entirely for the benefit of the other. The whole of the expenditure should not be made in one place, as it hitherto has been ; but outlying roads deserve considerable attention —more particularly the Cameron Hoad, being as it is the main thoroughfare into the country and the key to the Thames, Cambridge, and Taupo roads. At a very little expense it might be connected with that portion already under construction by the Country Board, thereby forming a good entrance to the town.

One good street should also at once be formed to provide easy access to, and egress from, the Beach. After due consideration, I believe Wharfstreet is best suited to the purpose. It could be made at far less expense than either Bevonport Boad or Harington-stroet, and leading as it does direct to and from the wharf, would facilitate inland transport for the various freights arriving by steamer or other vessels.

The wharf, too, ought to be supplied with a light at its extremity for the convenience of vessels arriving after dark, and eo necessary do I consider this, that, in the event of a lamp being provided I should bo happy to gratuitously supply terosine for its use.

The time has also arrived when the drainage of the low-lying grounds in the town should be carefully attended to, as great inconvenience will arise in the summer months from the various stagnant pools of water if left as at present. As the supply of good water in Tauranga is much limited, I consider that the pump (no portion of the cost of which ought ever to have been paid out ot the rates) should be always open and free to the public, and not be used as«a means of adding a trifling amount to the regular rates.

It is to the interest of ratepayers that all works however small, should be put up to public tender —thus giving the public the full benefit of competition. The subject of rating it would be invidious for me to enter upon, that being a privilege entirely in the hands of the ratepayers; but I certainly consider the assessment list should be carefully revised, so that everyone should be rated according to fair value. I am also in favour of the deliberations of the Board being always open to the public, so that any ratepayers wishing to attend may by that means be enabled to judge of the efficiency of their representatives believing as I do that frequently one or two assume too much authority, trusting afterwards to the sanction of their colleagues to what they have done, often seriously to the detriment of the public. Anything of a hole and corner nature I should always oppose. In conclusion, I would remark that I am induced to lay my views before you so fully in the shape of an address, because I am aware that at the annual meeting too much time is frequently taken up in useless conversation, and a would-be speaker has often no chance of expressing himself. Should you do me the honour of electing me, it will be my aim to see the funds of the ratepayers expended to the greatest advantage, and all the business of the Board executed in accordance with the strictest economy.
