BAY OF PLENTY TIMES.
SATURDAY, MARCH 29, 1873.
*' The spirit of the times shall teach me speed." KING JOHN, ACT IT.
«’Tis a consummation devoutly to be wished” that tbe Government will be carried on without an appeal to the country, and that the nest session of the General Assembly will meet *■ for business ” at any early date. “ I/Empire e’est la pais,” so said Napoleon in his somewhat forced epigrammatic style, and bo, indeed, may be remarked of New Zealand. At the present time there is no momentous question of policy before the Legislature. Public works are progressing rapidly, and the colony is prosperous. To our mind there is only one contingency which should necessite a dissolution. Ministers from all parts are assembling in Wellington, and before many days have passed away a full meeting" of the Cabinet will take place. We are authorised in stating that Mr Vogel will be asked to assume the post of Premier vice Mr Pox, who will tender his resignation with that object in view. It is confidently expected that Air Vogel will accept the position, and at once endeavour to supply the vacancies created by the resignations of Mr John Hall and Air Waterhouse. On the other hand, it is on the cards that M = Vogel will decline the proffered honour, and then probably Mr Fox will continue in office only upon the understanding that Parliament be speedily summoned. There is one thing certain that whatever party remains at the head of affairs the public have a right to demand for that party a good working ma.to.eitt, in order to prevent a repetition of tbe extraordinary (to use a mild expression) proceedings which made the session of 1872 so notorious. If neither party can secure that desideratum a dissolution should then, and only then, immediately ensue. We sincerely trust, however, that before lung we shall be enabled to announce a reconstruction of tbe Cabinet which will meat the approval of the House and gain the confidence of the country at large. In the meantime we can only hope for the best.
We are authorised in stating that the nest session of the General Assembly will be held at Wellington in May next. The Provincial Councils of Wellington, Otago, and Nelson meet in April, and it would be exceedingly inconvenient to summon Parliament at that time, otherwise the session would commence at an earlier date.
— Mu George Quick, of the firm of “ Quick and Co.”—the A uckland “ King Cobb ” —arrived by Southern Cross yesterday. We understand this gentleman’s mission is to test, as far as possible, the suitability of the Tauranga and Taupo Hoad for coach traffic, with the object of starting a connecting line of mail coaches between this place and Taupo. Mr Quick evidently means business, as we perceive by the ship’s manifest thal be brings with him the necessary plant for“such a test in the shape of a buggy and pair. In another column will be found an advertisement from Mr McDonald, convening a meeting ia order to consider the advisability of memorialising the Government to grant a subsidy for carrying mails. We have already expressed our opinion on the great importance of securing coach communication with Napier. The name of Quick, connected with coaching matters in New Zealand, is ‘ familiar in our mouths as household words,” and has hitherto been looked upon as implying good faith and contracts properly and satisfactorily carried out. As we remarked on the occasion of Mr Peter’s visit, the eirst man in the tield will, we believe, receive the support of the public in the undertaking. We pope to see a full attendance at the meetmg, and that the matter will be fairly considered and fully discussed in all its hearings.
Captain Teener, District Engineer, will proceed to Opotiki probably to-day—at any rate, as soon as possible —to survey the new road to the table land near Opotiki.

The remaining portions of Mr Jordan’s contract on the Tauranga and Taupo Road are being pushed ahead hy that gentleman. The Ghaut,arS bridge is we learn, rapidly progressing, and the rock work of the iiemo nearly cut away. We are informed that Mr Burrows has nearly hnifahed the plans for the proposed new church. We hope a meeting of parishioners will be convened upon completion of the design to tofee into consideration the important subject of the building tund, and the best course of procedure. The Rev. Mr Jordan has kindly promised to deliver a lecture on behalf of ihe‘ funds of the Mechanics’ Institute, at an early date. May his good example find followers. A corresj indent irotn Mercury Bay sends us a most amusing description of the •* Mammoth Company ” entertainment lately given in Whilianga. It shall apj ear in our next. Eighteen members of tbe Tamanga Militia proceeded on the 27th instant to the butts, to fire for four prizes, value £7 10s, being amount of fines recovered from members of the Militia for non-attendance at the muster parades. The firing was vesy poor. Subjoined are the names of the winners, with 'their scores and the amount of the prizes Captrin Tucks, 31 points, Ist prize. £3; Crapp, 27 prints, 2nd prize, £2; Collins, 24 points, 3rd prize, £1 XUa ; Lieutenant Hill, 24 points, 4th prize, £l, Once more and for the last time during the present year we urge upon ail who have not done so to register their claims to vote. Time expires on Tuesday next, 31st inst. Tenders are invited for repairs of that portion of the Tauranga and Xatikati Road lying between tbe native crossing at Mr Johnson’s farm and the Ongatote river. Full particulars can be obtained at the office of the District Engineer on and after Monday next. The Tauranga Rifle and Light Hors© Volunteers will parade this afternoon. On Thursday morning last Militiamen paraded in front of the Court House for the inspection of tbe officer coimnamling the district. There was a good muster. In the Resident Magistrate’s Court on Wed nesday last, a civil case—Hori Ngatai v. Whito, claim £ls, for loss of horse—in consequence of alleged neglect of defendant—was adjourned for a week. "W ith the exception of a few candidal -s for Bacchanalian distinctions, no criminal business has been brought forward during the la-t few days. A mietoke is prevalent that the weekly services held at the Mission Chapel will be discontinued after Lieut. I his is not so. VVe learn on authority that Mr Jordan intends making the Wednesday evening an institution amongst us. We have to acknowledge the receipt, from the authorities, of a complete set of Acts and Ordinances of the province of Auckland, for which we are much obliged. Plans and specifications of certain work required by the Tauranga Highway Board may be seen at our office. The Hon Mr Gisborne, Dr Hector, and Messrs G. S« Cooper, J. Woodward, C. C. Bowen, &od H. Carleton have been apj rinted members of too Civil Service Examination Bcj.rd j and Mr C. O. N. Barron, Secreta yto the Board. The examination, intended to hare been held in Apr;i, win ne t take place till June. Intending candidates take a note of this.
