I do not think," said the Gov-ernor-General, "that one should to all the experience of this war m imagining that before it is over there will not be civilian casualties from enemy action on the soil of Canada. Whether thes° casualties will be the result of bombing, or other enemy action, no one can tell, nor is it possible to say that any part of the country is vulnerable than the other i"J h h e f? Qt ° f the matter is," concluded the Governor-General, "that there may be casualties anywhere and at any time, and that we must pe ready for them. It would be a scandal if those casualties were aggravated by lack of adequate handling!" attention or b y unskilfu!
