(P.A.) WELLINGTON, Friday. "So far we have been remarkably free from black market operations in New Zealand," said the Rationing Controller, Mr. J. E. Thomas, to-day. Some complaints had been received, but an investigation had shown them to be without foundation. In the early stages there had been some infringements of the law, but they had been the result of misunderstanding, or lack of knowledge. Complaints sometimes originated from retailers who were informed by prospective purchasers that they were able to buy certain rationed goods without coupons at other establishments. Such statements had been found to be untrue, and, it appeared, were made by some people with the object of inducing retailers to break the law by selling goods without coupons.
