NOTICE GAZETTED
BAN ON DESTRUCTION
Under a waste paper control notice, which was gazetted yesterday, the destruction or abandonment of waste paper or cardboard, except for the purpose of preventing tne spread of infectious or contagious disease, or saving property from the danger of fire, is prohibited. Under the regulation it is forbidden to dispose of waste paper other than to collectors or buyers. The placing of waste paper in refuse tins, except to safeguard rubbish, is specifically banned. Waste paper is defined as any waste scrap, wornout or disused material or article, being paper or cardboard, or any article made therefrom, but does not include greasy or waxed paper, cellophane, or secret or confidential documents.
The use of the word "abandonment" in the regulation, will make illegal the throwing away of paper, a common habit which creates litter, and means cost of cleaning up. In the interests of sanitation, many people wrap kitchen refuse in paper before putting it in the rubbish tin, and it appears that the regulation will permit that practice. Collection of waste paper has been made in Auckland. Quantities have been sent to paper mills at Whakatane and Mataura for treatment and subsequent use for a number of purposes.
