DISCUSSIONS IN BRITAIN Rec. 9.30 a.m. LONDON, July 16. Mr. William C. Bullitt arrived in London to-day from America. The United States Navy Department announced that he had been appointed special assistant to the Secretary of the Navy. He has resigned the office of personal representative of the President with the rank of Ambassador. He is to discuss naval affairs. The First Lord of the Admiralty, Mr. A. V. Alexander, is already conferring with him.
