Mr. Hore-Belisha's Gloomy View Of War Situation CANNOT RELIEVE RUSSIANS Rec. 2 p.m. LONDON, July 15. Mr. Leslie Hore-Belisha. the former War Minister, in a speech, said he thought the situation and prospects at present were graver than ever and certainly worse than at the time of the Battle of Britain. "What a tragic commentary on our lost opportunities that while the Russians are being pressed back across the Don River we cannot take land action to relieve the German pressure," he said. "Something is plainly wrong with our methods. Unless we drastically eradicate our shortcomings in organisation and personnel the time will come when we will be too late to avoid disaster."
