Rec. 2 p.m. RUGBY, May 31. Japan will attack Russia when it is convenient, and in the same manas j£, e attacked the United States. This view was - expressed bv Mr. John Marchbank, general secretary of the National Union of Railway men. at the Trades Council conference at Manchester. Mr. Marchbank said the lack of an attack was due to a policy of safety If Japan attacked Russia it would be from both Japan and Manchukuo Every preparation had been made' and any surprise would be for the Japanese. He also said victory might be achieved before many thought possible.
