LONDON, May 24.
It is confirmed In London that Japan has agreed to allow a Red Cross representative at present in Shanghai to visit prisoners at Hongkong, but has refused to allow Red Cross ships to go to Hongkong or Singapore. Britain is expected to confer with the Dominions about this refusal.
A message from Washington says the State Department has revealed that Japan has not yet permitted neutral observers to investigate the condition and treatment of American military and civilian prisoners in the Philippines, portions of occupied China, Hongkong, Netherlands East Indies and Malaya. However, the Japanese have permitted observers to visit American prisoners of war and civilians in Japan itself, as well as at a number of places which were in Japanese hands when war broke out. These internees are reported to be well treated.
