U.S. BANS ALL SCRAP METAL EXPORTS.

Move Obviously Aimed At Japanese. United Press Association.—Copyright. (Reed. 2 p.m.) WASHINGTON, Sept. 26. President Roosevelt has banned afcl exports of iron and steel scrap except to the western hemisphere and Britain, effective from October 15. Since July 20 exports of heavy melting scrap have been subject to export licenses. Now the system is applicable to all 75 types of iron and steel scrap, of which only 13 varieties are exported. President Roosevelt's ban on the export of American iron and steel scrap is obviously aimed at Japan, which will be the importer most affected. It is known that the President and his advisers were considering- • action against Japan in accordance with British and American plans. >
