INDO-CHINA PACT. Provision For Entrance Of 6000 Men. United Press Association.—Copyright. LONDON, Sept. 23. The agreement between the Japanese and the Fre' ■■•h authorities in Indo-China was to have become effective immediately. It includes provision' for the entrance for garrisoning purposes of 0000 Japanese troops, via Haiphong; and the use of three airports in Tongking, ini chiding Phufco and Laokay or Pkulang- , thoung, and the Gialam railway. The French Governor-General, Admiral Decaux, issued a proclamation stating that the agreement conformed with a "realistic policy." He said Japan had agreed to recognise the integrity of Indo-China and the sovereignty of France. The commander-in-chief of the Frenefc forces, General Maurice Martin, 'was stated to be in support of tbfc arrangement. According to a dispatch from Tokyo, the Japanese Foreign spokesman, Mr. i Suma, attributed the Dongdang skirmish last evening to delay in communicating the terms of the agreement to the French, border officers. Mr. Suma eaid Japan was entirely without territorial designs in Indo-China and did not intend to provoke the French. In as much as the agreement was based on peaceful'talks between the two countries, there could be no objection to it from any foreign country. An authorised source in Tokyo stated in connection with the Franco-Japanese incident" on the Indo-China border tnat the Japanese in no way "invaded" Indo-China. They were merely entering the territory in accordance with the terms of the agreement permitting them to pass troops. That the French resisted them must have been due to a misunderstanding, but the matter would soon be settled amicably.
