NEW DEMANDS ON INDOCHINA.

TENSE SITUATION. Incompatible With Earlier Agreement. United Press Association. —Copyright. (Reed. 2 p.m.) LONDON, Sept. 19. The French authorities at Hanoi, Indo-China, have issued a communique stating: "Negotiations have now reached a delicate phase. The Japanese have presented new demands which are incompatible with instructions from Vichy and the previous agreement."

The Associated Press of Great Britain Hanoi correspondent saye. the Japanese spokesman announced that all Japanese civilian nationals in Indo-China were being removed in special trains, beginning to-morrow, before the prospective arrival of Japanese troops.

A message from Vichy says that the Foreign Minister, M. Baudouin, told American newspapermen that France was "all alone" in the Far East and should not be judged too severely if decisions did not please the Western world.

France understood that real support could not be expected from America in the event of the Japanese attacking IndorCfting., and added that France henceforth would remain silent regarding Britain.

The French radio at Saigon announced that the Franco-Japanese negotiations at Hanoi are continuing regarding the execution of the diplomatic agreement which has already been reached, says a Chungking message.

The Japanese Government has announced that an important meeting was held this afternoon in the Emperor'* presence and was attended by the Premier and key Cabinet members and Army tM'd Navy Chiefs of Staff.
