But Precautionary Moves Continued. United Press Association. — Copyright. (Reed. 1 p.m.) LOXDOX, Sept. 18. The Japanese Consul-General at Hanoi, Mr. Roku Suzuki, predicted that a Franco-Japanese agreement will be signed within 24 hours, as the latest problems have suddenly been smoothed out. However, he is continuing with arrangements to evacuate Japanese women and children to Haiphong as a precaution.
Qualified observers in Shanghai consider a show-down is coming this week in Indo-China. Possibly the colony will swing to General de Gaulle, and will appeal for British and American assistance. Japanese are withdrawing money from the banks.
It is confirmed that a special train recently sent to the headquarters of the King of Annam. Bao Dai, is "awaiting the King's instructions/'
DRASTIC FOOD RATIONS.
(Reed. 11 a.m.) LONDON", Sept. 18. Copenhagen radio announced that further drastic rationing of food was being introduced.
