RAFFLE PERMITS.

Inspired by a determination to prevent any of the many abuses which arose from loose control of the raising of funds for Avar purposes in the last war, the Internal Affairs Department issued a series of very rigid regulations designed to control every phase of patriotic collection. These regulations have been accepted by central organisations in a spirit of co-operation with the Department, and their operation has kept the promotion of raising funds for the sick and wounded and for repatriation upon safe lines and' has checked efforts to divert the funds collected for such purposes as paying for prizes or the salaries of collectors. There have been indications lately, however, that the regulations have been flouted in some cases, while in others their intentions have been side-stepped by the issue of tickets which are marked as "donations," but which nevertheless offer the chance of a prize. There is too great an opportunity for "easy money" in some of these side issues, especially when the people are so entirely sympathetic towards every patriotic effort. Some system of badges for collectors issued by the authorised councils might be effective in checking any imposition upon the] goodwill of the public generally. The| police have kept as close a check as i possible upon collections, but they' have many duties; they cannot know everything that is going on, and it is necessary'for the protection of a generous people that some additional safeguards should be applied.
