BOKOUGH COUNCIL'S DISCUSSION. (Br Telegraph. —Own Correspondent.) MORRINSVILLE, Friday. The question of what constitutes a hawker has been before the Morrinsvilli' Borough Council on several occasions. An interesting definition was given ai last evening's meeting of the Council, when Mr. Martin stated that the representative of an Auckland retail firm operating iu Morrinsville was taking hundreds of pounds out of the town that should otherwise go to Morrinsville. shopkeepers. The Mayor (Mr. W. MePherson) said the question that arose was: "What is a hawker?" The matter had been discussed when Mr. S. S. Allen (now Administrator of Western Samoa) was Mayor, and Mr. Allen had stated that a traveller soliciting orders for his firm did not come tinder the heading. Mr. Chapman: The definition given was that if a man took goods to the door and preferred them for sale he came under the designation of a hawker. but if he merely solicited orders and the goods were sent direct he was not. Mr. Martin said he considered it was his duty to bring the case under the notice of the Council in the interests of local businessmen.
