MORE TIM E TOK SPEECHES. REQUESTS FIRMLY REFUSED. (By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. Sternly adhering to his announced determination not to agree to extensions of time for speeches in the House, Mr. D. McDougall (Mataura) prevented two speakers from exceeding the half-hour period in the House last night. The first to suffer was Mr. D. Jones Mid-Canterbury); the solitary voice of Mataura preventing the House from adopting the extension motion. When it came to the. Minister of Public Works, the Hon. E. A. Ransom, it was the Leader of the Opposition, Mr. Coates, who moved for an extension of time, bnt Mr. McDougall said "No." "The question is so important, and he is making a good'speech from his point of view, What we want is an examination <5f the proposals," remarked Mr. Coates in his most pleasant tone, addressing Mr. McDougall, but Mr. McDougall retorted with a curt negative. "Oh, yes, please." protested Mr. Coates, but he failed to move the member for Mataura. Mr. Ransom thanked the Opposition Leader for his intentions, but assured him he agreed with the member for Mataura that time extensions should be allowed only in the case of leaders. "And while I am here it will," said Mataura.
