Chancellor Forced To, Resign. I STRONG RULE TO SUCCEED. (Australian and N.Z. Press Association.) (Received 1 p.m.) VIENNA, September 25. A long period of feverish agitation, accompanied by repeated threats civil Avar, has resulted in the forced resignation of the Chancellor, Herr Streeruwitz, followed by an invitation to M. Joliann Schober, Vienna's police chief, to form a Cabinet. The overthrow of Streeruwitz means the defeat of the Moderates, their plan being to reform the Constitution, and the victory of the semi-Military Association of Fascists known as the Heimwehr, which for the past few weeks has been engaged in the fiercest conflict with the Socialists. The" new Government will almost certainly be of the nature of the strong hand, Which the Heimwelir has been demanding, but it may not be so unwelcome the Socialists, who prefer Schober's authority to that of the Heimwehr extremists.
