SHANGHAI, September 23,
Rumours are circulating in Manchuria that Ivarakhan, the Soviet envoy, is alleged to have declared that unless the Sino-Soviet controversy is settled within twenty days, the Soviet Russian Government will assume control of the Chinese Eastern Railway by means of force. Hostilities on the Manchurian frontier have been reduced to a minimum. Soviet aeroplanes are daily reconnoitring the Chinese lines and occasionally the Soviet trenches resound with machinegun fire directed at the Chinese lines.
