BELGIUM FOR BELGIANS.
BILL TO EXCLUDE FOREIGNERS. LONDON, September 22. The Brussels correspondent of the "Times" says a bill is shortly to be introduced to " prohibit foreign workmen entering Belgium unless tliey are coming to work at a trade in which there is a scarcity of labour.
More than 10 per cent of the workmen engaged in Belgium at present are foreigners, chiefly Poles and Italians.
