CITY COUNCIL'S OBJECTION. I PROMOTERS TO APPEAL. The controversy over the proposed Marlborough Mansions in "Vincent Street, for bachelors, has advanced another stage. At the last meeting of the City Council the decision to refuse a building permit was made on the ground that single room tenements were inadvisable. "We are definitely going ahead with the scheme," said Mr. S. Alleman, the architect for the syndicate which is behind the proposal, to-day. "We intend to appeal to the Town Planning Board, which has approved similar projects in Christehurch and Wellington, and if necessary we wil Itake the matter to Court. We are absolutely complying with the by-laws in every respect."' He further stated that it would be some time before construction would be started, but there- was no doubt the scheme would be carried out. The promoters included the Hon. E. W. Alison, Mr. W. J. Rainger, Mr. ,T. OsbourneLilley and Mr. A. B. Barter.
