GOVERNOR BLAMES "AVERAGE" DRIVER FOR ACCIDENTS.
According to Governor Alvan T. Fuller of Massachusetts, "it isn't the criminal operator, the drunken driver, who is responsible for the greatest number of highway deaths. The trouble seems to be," he claims, "that the great body of motorists are careless and regardless of the rights of others. The man who is responsible for by far the greatest number of deaths and injuries on the highway is the average driver who is irresponsible, absent-minded, lacking in imagination."
