The Auckland Transport Bill was passed bv the Legislative Council without amendment. Speaking on the second reading Sii Fx-ederic Lang said there could be no harm in passing the bill, as transport conditions coud not be worse than they were at present. He objected to the measure being rushed through with such indecent \ haste, and expressed a hope that the board would look after' the interests .of the outlying districts. "Traffic in Auckland is a public scandal," declared the Hon. G. J. Garland. "The bill provides that six of ten members of''the board are to be appointed by the City Council. I don't believe there are. six men on the council to-day ,v ho could get back on to Ihe council if they tried, including the Mayor and deputy-mayor, aid I know what I am talking about. I hope most sincerely that they won't get back. The people have no confidence in the council, and yet that same local body - is given power in this bill to select sixof its members for service on the Transport Board, and they are to remain there for something like a year. I don't like that." Mr. Garland thought the board should be an elective one, but he saw one redeeming feature in the proposal that after 1931 the Ratepayers would have the right to elect the board The Hon. C. J.
