Sir William Joynson-Hicks, the Parliamentary leader of the evangelical section of tho Church of England, has issued a statement in which he declares that the Church's trouble has arisen becauso certain clergy practised services contrary to the Church's doctrine. The bishops permitted the practices.to grow to such an extent that they came to the conclusion they were unable to deal with the irregularities, except by making legal those that were illegal, though Parliament twice declined to sanction the alterations. It was a very grave decision. They themselves were setting an, example in lawlessness. ■ ■
