Rumoured Growing Discontent With Dictatorship. WHOLESALE ARRESTS MOOTED (Australian Press Assn.—United Service.) (Received 11.30 a.m.) PARIS, September 30. ''Le Journal's" San Sebastian correspondent alleges that the de Rivera Government is contemplating wholesale arrests and severe penalties after the discovery of a new plot to overthrow the Dictatorship. The conspiracy is believed to be widely supported by Spanish exiles abroad, also inhabitants of the province of Navarre, where there is intense discontent. The municipal council of Pampleuna, which recently resigned, has now been replaced.
