Nearly four y.'ars agr> the report was prepared by the Government officer:-, but when preM'iiteJ it was received with mixed feelinc- by the different drainage boards operating in the area, although the majoritv favoured a permanent and comprehensive scheme. Various conferences discussed the report but no unanimity was reached. The Manapawari Fiver Board persistently opposed joint action, but to-day, at its invitation, the representatives of seven drama"* boards met iu conference to further discuss the Government proposals. 1 lie Government has in the meantime refused to grant loans for partial works but it has indicated its willingness to subsidise a comprehensive scheme of drainage.
