ADVICE TO RAILWAYMEN.
NEW MANAGER'S POLICY. ENCOURAGING INITIATIVE. "A great deal of the work of the railways' is remote from central management, and that makes an, added responsibility ," remarked Mr. H. H, Sterling, general manager, in a speech to members of the Railway Officers' Institute. "A vital task is placed on the men at the outeide stations. I want the men at the out stations to realise that they have a definite responsibility in getting into touch with people. Li such a man makes a mistake occasionally there will be nothing coining to him. (Applause.) "I think the Prime Minister's policy of decentralisation means x 'Go ahead to the best of your ability, and that's all we can expect of you.' Following that principle, even though mistakes are made, they will be condoned, and he will be thanked for the effort. So far as lam concerned, I say, 'Go right ahead and give any assistance you want to give the management, and all will be well. , T feel that disciplinary action is worse than fruitless if it goes to punish any man for excessive bona fide zeal, where he cannot refer to those with the responsibility to guide him."
