Official Reasons for Troops. LONDON, May 23. In the House of Commons yesterday, Mr Churchill stated that the presence of so many Chinese on the Rand, added to the general insecurity arising from the strike, had justified the Higli Commissioner (Lord Selbourne) in acceding to the Transvaal Government's request for troops. Reuters Johannesburg correspondent says that the troops completely garrison the mines, and are enabling many halfhearted strikers to resume work.
