JAPAN AND AMERICA.
A Boycott at 'Frisco. NEW YORK, November 7. The Japanese restaurant keepers have complained to Mr. Metcalf, the American Minister for Commerce, who is now at San Francisco in connection with the exclusion of Japanese children from the elementary schools, that they are being boycotted in their business.
