PAEIS, November 6. "The Premier of France (M. Clemenceau) informed the Chamber of Deputies yesterday that the Government intended to maintain a "dignified peace," and maintain and develop the alliances. France, he said, could not disarm or weaken her defensive power until the happy but uncertain day when the system existing among the nations had changed. He announced a- progressive income tax, and, if necessary, a tax on capital, to replace the four direct taxes now in existence. Liberty of public worship would be ensured, but foreign domination, in church affairs would be prevented. The scope of the trades unions would be widened, and workmen's pensions would shortly be established. The Chamber, by 395 votes to 96, approved of the declaration of policy.
