FRENCH SUBMARINES.

Another Big Programme.

PARIS, November 1

Sixteen French submarines of 39S tons each of the submersible type ordered have been commenced. Four others of a seaworthy class and nearly 800 tons each will be begnn shortly.

[Last year France had 37 submarines afloat, 32 building, and 20 projected, making the immense total of 89. The submersible, which is principally kept on the Burface of the water, is distinguished from the true submarine, which navigates best below water. The latest French submersible is the "submarine cruiser" Emerande. She is to steam 12 knots when submerged and to have a higher spied on the surface. She will be able to accompany the fleet to sea. Two others of a similar type are being built.]
