SIR GEORGES GREY.
LONDON,. February 16. Sir George Grey stated that Mr. Chamberlain's propaganda had caused unfortunate misunderstandings in the colonies. If a conference were summoned, it ought to be unmuzzled. It should be open to each representative plainly to express his opinions. Next to force, a foundation of taxes was the most insecure basis for the union of the Empire. The division is expected to-night.
